New CEO Takes the Helm at KC CARE

KC CARE is excited to announce that Wil Franklin will become KC CARE’s President and Chief Executive Officer on May 2, 2019.

Mr. Franklin currently serves as the Chief Operating Officer of People’s Health Centers’ Family of Corporations in St. Louis, which includes Betty Jean Kerr People’s Health Centers, a Federally Qualified Health Center, serving more than 45,000 patients annually. Altogether, People’s Health Centers has 11 locations across St. Louis. Mr. Franklin has been a Licensed Professional Counselor for the past eight years and still treats patients today. He is excited to bring his passion for increasing access to healthcare to Kansas City.

“KC CARE demonstrates the impact effective community health centers have on their community. I am proud to be joining its professional, caring staff and am eager to embrace Kansas City’s vibrant culture,” Mr. Franklin said.

As a senior leader, Mr. Franklin uses his skills of executive leadership, consensus building and strategic planning to create outcome-based models of service that improve overall efficiency, focus on quality and drive the organizational mission forward. Mr. Franklin centralized IT operations across all locations to increase productivity, ensure cyber security and reduce costs. He also initiated an overhaul of the agency’s call center and scheduling functions while dramatically reducing turnover in those positions. As a widely recognized strategic leader in the region, Mr. Franklin excels at innovating healthcare solutions to improve services for those living without adequate medical care.

Previously, Mr. Franklin served as the Chief Program Officer at the St. Louis Integrated Health Network, was an adjunct faculty member in the psychology department at Saint Louis University, and directed the Family Mental Health Collaborative with Jewish Family and Children’s Services. He has also provided consulting services to various healthcare and philanthropic entities.

A native of Southwest Louisiana; Mr. Franklin is a graduate of UCLA’s Anderson School of Management Healthcare Executive Program, holds a Master’s degree in Clinical Psychology from Northwestern State University, and an undergraduate degree in both Psychology and Philosophy from Louisiana College. He and his wife, Kelly, have four children and are excited to call the Kansas City area home soon.
